Carlene Colvin-Garcia was appointed to serve as Treasurer in 2023 while working as Ann Arbor Charter Township’s project consultant upgrading its escrow management system. Carlene moved into the township in 2022 after 30 years of living in the City of Ann Arbor. A University of Michigan alum and certified Project Management Professional, her career as a project manager started during her 10 years with Domino’s Pizza. She aligned her career with her interest in emissions-free transportation by co-founding with her husband Arbor Biofuels Company which produced and distributed biodiesel production equipment globally.

She has led projects for local community boards and commissions for 17 years. During the time her two children attended Ann Arbor Public Schools, she introduced Safe Routes to School programming district wide. Carlene has served on the Ann Arbor Energy Commission since 2017, three years of which she was Vice Chair. She co-authored Ann Arbor’s EV Readiness ordinance which passed in 2021.

“Ann Arbor Charter Township has a master plan that created a place I have chosen to be my home. But it has taken much work to enhance and protect the quality of our small municipality and I am grateful to all the members of the community who put time and effort toward this end. The role of Treasurer requires accountability and experienced leadership. I am honored to have this opportunity to serve my Township in this role. My work rests on the foundation of principled stewardship established by my fellow township officials.”
